
An LLM (Master of Laws, written LL.M.) is a one-year postgraduate law degree taken after a first law degree such as a JD or LLB. It does not make you a lawyer on its own. In the US it mainly serves two groups: foreign-trained lawyers seeking bar eligibility, and US lawyers specialising in fields like tax. Top US programmes charge around $84,000 to $90,000 in tuition for 2026-27.

What does LLM stand for?
LLM comes from the Latin Legum Magister, Master of Laws. Most full-time programmes last one academic year, or two semesters. Many schools also offer part-time and executive versions spread over several years.
The key point: an LLM is a second law degree. Schools expect you to hold a first law degree already, either a US JD or a foreign undergraduate law degree such as an LLB.
LLM vs JD vs LLB: what is the difference?
The three degrees sit at different points in a legal career, and they are not interchangeable.

The American Bar Association is clear on status. Its Council “does not formally approve any program other than the first degree in law (J.D.)”. It may “acquiesce” in an LLM programme at an approved school, but the ABA states that acquiescence “is not an approval of the degree itself”. Who is an LLM degree for?
Foreign-trained lawyers who want a US bar licence
This is the biggest group. A lawyer trained in London, Lagos, Paris or Seoul usually cannot sit a US bar exam on their home degree alone. In New York and California, a US LLM can fill the gap. We cover the rules in detail below.
US lawyers who want to specialise
The classic example is the tax LLM. Programmes such as NYU’s Graduate Tax Program train JD holders in federal tax, partnership tax and international tax. Tax remains one of the better-paid specialisms: the Major, Lindsey & Africa 2024 Partner Compensation Survey put average tax partner pay at $1.66 million. Other common specialist LLMs cover securities and financial regulation, international arbitration, IP and technology law, and environmental law.
Future academics and policy lawyers
Some take an LLM as a step towards a research doctorate (SJD or PhD) or teaching. For them it is a credential, not a salary play.
Can a foreign lawyer take the New York bar with an LLM?
Yes, if the LLM meets New York Court of Appeals rule 520.6 and the applicant’s first law degree clears the basic tests. The New York State Board of Law Examiners starts from four requirements for foreign-educated applicants: a foreign law degree, from a recognised school, that is durationally equivalent to a US JD and based on English common law principles.
Durational equivalence means study equal to an ABA-approved JD, measured as 83 credit hours, with at least 64 earned in regular classroom courses. Applicants who fall short on either duration or common law content can “cure” the gap with a qualifying LLM. The Board’s Foreign Legal Education Handbook (revised 30 October 2025) says an applicant can cure the durational or substantive deficiency, “but not both”. That is the route most civil law lawyers use.
For LLMs started in 2012-13 or later, the qualifying degree must include:
- At least 24 semester hours of credit, over at least two non-summer semesters of 13 calendar weeks or more.
- 2 credits in professional responsibility.
- 2 credits in legal research, writing and analysis.
- 2 credits in American legal studies, such as the US legal system, civil procedure or constitutional law.
- 6 credits in subjects tested on the New York bar exam.
- Classroom study in the US. No distance education counts.
Law schools publish course lists that match these boxes. Cornell Law School’s 2026-27 memorandum, for example, maps each of its courses to the four required categories. Check your target school’s list before you register for classes, because a missing credit can delay your bar application by a year.
How do foreign-educated candidates do on the New York bar?
The numbers are sobering. In the July 2025 New York bar exam (results released 23 October 2025), foreign-educated candidates made up 3,587 of 9,931 test-takers, or 36%. Their overall pass rate was 46%, and 54% for first-time takers. First-time JD graduates of ABA-accredited schools passed at 89%. The LLM opens the door, but passing still takes serious preparation.
Can you take the California bar with a foreign degree and an LLM?
California has three routes, set out by the State Bar of California:
- Already admitted abroad. A lawyer fully admitted to practise in any US or foreign jurisdiction is eligible to sit the California Bar Exam without extra law study.
- Foreign law degree, not admitted. The applicant must show their degree is equivalent and complete one year of law study at an ABA-approved or California-accredited law school. An LLM is the usual way to do this.
- No first law degree. The applicant needs two years of undergraduate-equivalent study, must pass or be exempt from the First-Year Law Students’ Examination, and must earn a JD or complete four years of legal study.
All foreign-educated applicants must register with the State Bar’s Office of Admissions and have their education evaluated by an approved agency. Rules elsewhere vary widely. Many states will not admit foreign-trained lawyers on the strength of an LLM at all, so check each state’s bar admission office before you commit.
How much does an LLM cost?
Tuition at leading US schools now sits close to the price of a year of JD study. Living costs push the real figure much higher.

What is a UK LLM, and does it help you qualify as a solicitor?
In the UK, the LLM is an academic master’s degree, usually one year full time. It is popular with international students and with graduates who want depth in commercial, human rights or international law. It is not a qualifying step in itself.
Since the Solicitors Qualifying Examination (SQE) arrived, the Solicitors Regulation Authority requires four things: a degree in any subject or an equivalent level 6 qualification, passes in SQE1 and SQE2, two years of qualifying work experience, and character and suitability checks. Some providers package SQE preparation as an “LLM Legal Practice”. That can help with funding, but the SQE exams, not the master’s, are what qualify you. Is an LLM worth it?
When an LLM usually pays off
- You need a US licence for a job you can see. A foreign lawyer whose firm or employer needs a New York-admitted lawyer, and who will pass the bar, gets a clear return.
- You are going into tax. In US tax practice the tax LLM is a familiar credential, and many specialists hold one.
- Your employer pays. Part-time and executive formats let working lawyers study without losing a salary.
- You want a regulatory or academic niche where a specialist master’s is a normal signal of expertise.
When it usually does not
- As a substitute for a JD. In most US states it is not one.
- As a general “upgrade” for a US JD holder. US employers hire mainly on JD school, grades and experience. A generalist LLM rarely moves a salary.
- When you have no plan for the bar or a target employer. A $127,000 year with a 46% bar pass rate for your cohort is a big bet without a job on the other side.
- When you are paying full price on debt and your home market pays a fraction of US salaries.

Frequently asked questions
Can you become a lawyer with just an LLM?
Usually not. An LLM is a second law degree and assumes you already hold a first one. In New York and California, a qualifying LLM can complete bar eligibility for lawyers trained abroad. A person with no law degree cannot use an LLM to replace the US JD.
How long does an LLM take?
A full-time LLM normally takes one academic year. New York requires at least two non-summer semesters of 13 weeks or more for a bar-qualifying LLM. Part-time programmes, such as NYU’s tax LLM, can stretch to three to five years.
Is an LLM higher than a JD?
Academically, an LLM comes after a JD, so it is a more advanced degree. Professionally, the JD matters more in the US because it is the standard route to the bar. Think of the LLM as a specialisation on top of a first law degree.
Is a tax LLM worth it for a US lawyer?
For lawyers committed to tax practice, often yes, because the credential is widely recognised in that field. Tax also pays well at the top: tax partners averaged $1.66 million in the Major, Lindsey & Africa 2024 survey. It is a weaker bet if you are unsure about tax as a long-term career.
Do UK law firms require an LLM?
No. To qualify as a solicitor in England and Wales you need a degree or equivalent, SQE1 and SQE2, two years of qualifying work experience and character checks. An LLM can deepen your knowledge, but it is not a requirement.
