
Several hundred thousand Ukrainians arrived in the United States after 2022 under humanitarian programmes, and a large share of them are now reaching the same point: the national passport they travelled on is close to expiry. Because the document is issued only in Ukraine, the renewal is a cross border procedure rather than a local errand.
Who accepts the application
Applications abroad are accepted by diplomatic missions and by branches of the state enterprise Document. Their role is limited and worth stating precisely: they accept the application, verify identity, collect biometric data and forward the file. The decision and the production of the passport happen in Ukraine, and the regulated maximum for the whole process is three months.
Submission is in person, because biometric data is taken on site. An appointment is booked through the electronic queue of the Ministry of Foreign Affairs, with identification through Diia.Signature, a qualified electronic signature or BankID. The waiting time for a slot is separate from the processing period and is added to it.
The requirement that changed in 2025
Since June 2025 new Ukrainian passports carry an updated biometric chip, which is the version connected to entry into the Schengen area. This creates a category of clients whose documents are valid by date but not suitable for a particular trip. For anyone planning travel to Europe from the United States, the generation of the chip is worth checking before the ticket is bought.
Legal services that work with this category, including the marketplace Consultant, report that the two most common causes of a failed appointment are a missing civil status document and a name spelling that differs between the old passport and a later record.
How to plan the timeline
Work backwards. Identify the expiry date, subtract the three month processing ceiling, then subtract the realistic waiting time for an appointment in the relevant city. What remains is the date by which documents should be collected, and it is usually earlier than clients assume.
Documents that cause a repeat appointment
The procedure itself is straightforward. Most failed appointments are caused by supporting paperwork rather than by the application. A civil status document issued outside Ukraine, such as a marriage or birth certificate, may require an apostille and a certified translation. A change of surname has to be traceable through a continuous chain of documents. An internal Ukrainian identity document lost during relocation has to be restored first, which is a separate procedure.
For applicants with children there is an additional layer. A child’s application requires a birth certificate and, in most cases, the consent of both parents, documented in a form that the consulate accepts when one parent cannot attend in person.
Validity, generation and travel
Two different questions are often merged into one. Whether a passport has expired is a matter of the date on the document. Whether it is accepted for a particular journey depends on the remaining validity required by the destination and, since June 2025, on the generation of the biometric chip. A document can satisfy the first test and fail the second, which is why checking before booking travel is more useful than checking afterwards.
For clients in the United States this is the difference between a planned trip to Europe and a refusal at check in, and it is entirely avoidable with a check that takes a few minutes.
