
There is no single document called a UAE freelance visa. What exists is a freelance or self-employment permit, issued by the Ministry of Human Resources and Emiratisation or by a free zone, which in most cases can then be used to obtain a two year residence visa, or to support an application for the five year green residence.
The distinction matters because the permit and the residence are issued by different authorities under different laws. The permit is an employment or licensing document. Residence is governed by the federal law on entry and residence of foreigners and administered by the Federal Authority for Identity, Citizenship, Customs and Port Security, or by the residency directorate in Dubai. People routinely buy one and assume they have both.
Is there actually a UAE freelance visa?
Not as a named visa category. The phrase is shorthand for a package: a permit that authorises you to work for yourself in a defined set of activities, plus a residence visa sponsored either by the permit issuer, by a free zone, or in the green residence case by nobody at all.
You do not always need the residence element. If you already live in the UAE on a spouse’s or parent’s visa, you can hold a freelance permit on its own and keep your existing residence. That is often the cheapest and simplest route, and it is frequently overlooked.
Who issues freelance permits?
Several authorities, and they are not interchangeable:
- The Ministry of Human Resources and Emiratisation issues self-employment permits for onshore work.
- Dubai free zones, notably the TECOM group of zones through its freelance programme, cover media, technology, education and design activities.
- Other emirates’ free zones, including zones in Sharjah, Ras Al Khaimah, Ajman, Umm Al Quwain and Fujairah, run their own freelance or individual licence products.
- Abu Dhabi offers routes through its economic development department and its media zone.
Each issuer publishes its own list of permitted activities, and you can only invoice for what is on your permit. A designer permit does not cover management consultancy. Where your work spans categories, check before you file, because changing the activity later is slower than getting it right once.
What is the difference between a freelance permit and a residence visa?
The permit says what you may do. The visa says you may live here. A free zone freelance package usually bundles an establishment card, the permit and a sponsored residence visa, typically two years, with the medical fitness test and Emirates ID enrolment as part of the process. Health insurance is a legal requirement for residents, with the detail varying by emirate.
Read the bundle carefully. Some packages include the permit only. Some are structured around a free zone licence, which is closer to a company than a permit. And a free zone permit does not automatically entitle you to perform work at a client’s premises on the mainland in every case, so if your clients are onshore, ask the issuer about that specifically before committing.
What is the green visa for self-employed people?
The green residence is a five year renewable residence that does not require an employer or a sponsor. For the freelancer and self-employed category, the published conditions are a valid freelance or self-employment permit from the Ministry or a recognised free zone, a qualification of at least a bachelor’s degree or a specialised diploma, and annual income from self-employment of at least AED 360,000 over each of the previous two years, or proof of financial solvency.
The income and qualification thresholds are set by the immigration authority and can be revised, so confirm the current criteria directly before you build a plan around them. The practical advantage is independence: you are not tied to a sponsor, you can sponsor family, and the grace period after cancellation is longer than on a standard residence.
What tax and compliance obligations follow?
There is no personal income tax in the UAE, but that does not mean there is nothing to do.
- Corporate tax. Federal Decree-Law No. 47 of 2022 applies to natural persons carrying on a business in the UAE once turnover from that business exceeds AED 1 million in a calendar year. Below that, a natural person is outside the regime. Above it, registration with the Federal Tax Authority and annual filing follow, and there is a nil band before the headline rate applies.
- Small business relief. A relief exists for taxable persons under a revenue ceiling, but it is time-limited and the eligibility conditions are detailed. Check whether it still applies to your tax period.
- VAT. Registration is mandatory once taxable supplies exceed the registration threshold, with voluntary registration available below it. Freelancers billing overseas clients need to get the place of supply analysis right rather than assuming everything is zero rated.
- Permit renewal, Emirates ID and insurance. All run on their own clocks, and letting one lapse can jeopardise the others.
Rates and thresholds are set by the Federal Tax Authority and the Ministry of Finance and should be checked against the current guidance rather than a secondary summary.
Who does the freelance route suit, and who should incorporate?
It suits individuals selling their own professional time, with a modest number of clients, no employees, and no need to sign contracts that require a corporate counterparty. It suits people already resident on a family visa who simply need to invoice legitimately.
It suits you less well if you need to hire, if clients insist on contracting with a company, if you want limited liability, or if you are heading towards the corporate tax turnover threshold anyway. At that point a free zone or mainland company is usually the better structure, and the cost gap narrows once you account for renewals.
Where do freelancers get caught out?
Invoicing for activities the permit does not cover. Assuming the permit is the visa. Treating a bundled free zone package as if it gave mainland trading rights. Ignoring corporate tax registration because “there is no income tax here”. And forgetting that a freelancer has no gratuity, no employer health cover, no paid leave and no notice period, so the rate needs to price all of that in.
Renewal timing is the other quiet trap. Permit, licence, residence visa, Emirates ID and insurance all expire on different dates, and there is no HR department watching the calendar for you.
