Latham & Watkins LLP1 is pleased to announce that Ruchi Gill has joined the firm’s Washington, D.C. office as counsel in the White Collar Defense & Investigations Practice, and as a member of the Litigation & Trial Department. Gill advises clients, both US and globally, on complex US national security regulatory issues involving foreign investment reviews by CFIUS, export controls, and economic sanctions.

Gill joins Latham from the US Senate Committee on Foreign Relations where she served as Deputy Chief Counsel. In that role, she advised on legal and oversight matters, legislative activity, and nominations related to US foreign policy and national security for Chairman Bob Menendez and the Committee’s Democratic staff. From 2007-2017, Gill served at the US Department of State in various roles, including attorney-adviser and special assistant to the Legal Adviser, a foreign affairs officer in the Bureau of International Security and Nonproliferation, and as an economic officer in Guangzhou, China. While at the State Department, Gill frequently participated in bilateral and multilateral consultations and negotiations and advised on matters including economic sanctions, export controls, foreign sovereign immunities, international arbitration, treaty negotiation and interpretation, and cyber activity. In recognition of her work, Gill received numerous awards from the Department of State.

Gill is another strong addition to the firm’s CFIUS & US National Security Practice and our Export Controls and Economic Sanctions Practice in Washington, D.C., following the arrival of leading CFIUS and trade controls partner Damara Chambers in May 2021.

“Ruchi is an exciting addition to our market-leading CFIUS & US National Security Practice as well as our Export Controls and Economic Sanctions Practice,” said Daniel Lennon, Washington, D.C. Office Managing Partner. “She brings extensive experience representing clients before CFIUS and related national security regulators, having negotiated significant agreements with the US government to protect national security interests while preserving shareholder and business interests.”

Doug Greenburg, Global Chair of the firm’s White Collar Defense & Investigations Practice, added: “Clients increasingly need talented lawyers with expertise in the complex areas of CFIUS clearance, economic sanctions and export controls. Ruchi brings these skills and great government experience. She will be a tremendous asset to clients on their most complex foreign investment and national security matters.”

Les Carnegie, a Washington, D.C. partner who leads the firm’s Export Controls and Economic Sanctions Practice as well as the CFIUS & US National Security Practice, said: “We are thrilled that Ruchi is joining our team.  Ruchi is a phenomenal addition who will be able to handle a broad range of complex and sensitive CFIUS and national security matters for Latham clients from day one. Ruchi brings great private practice and government service experience to our CFIUS practice, which has been supercharged these past few years, securing US national security clearances for some of the most complex transactions.

“I am excited to be joining Latham’s growing, powerhouse team of CFIUS, international trade, economic sanctions, and export controls practitioners,” said Gill. “The firm’s integrated global platform will empower me to serve clients on market-shaping national security matters and build on Latham’s winning reputation in this area.”

Gill received her JD from the Georgetown University Law Center and her BS from Georgetown University.
