Hogan Lovells welcomes Senator Kyrsten Sinema to bolster Government Relations and Public Affairs practice

During her 12 years in the U.S. Congress—six years in the United States Senate and six years in the United States House of Representatives—Senator Sinema developed a track record for successfully working across the political spectrum. She delivered meaningful and measurable results—including writing and negotiating the Bipartisan Infrastructure Law, the Bipartisan Safer Communities Law, the CHIPS and Science Law, the Electoral Count Reform Law, and fighting to keep the carried interest rate deduction.

Former Senator Norm Coleman and Hogan Lovells Senior Counsel noted, “Senator Sinema’s policy expertise and political savvy garnered respect and friendship from both Republicans and Democrats during her time in Congress, which made her a major force in the legislative process. Senator Sinema, who was elected as a Senator from Arizona in 2018, served as a member of the chamber’s Committee on Appropriations, Committee on Commerce, Science, and Transportation, the Committee on Homeland Security and Governmental Affairs, and the Committee on Banking, Housing, and Urban Affairs.

“In highly regulated sectors, we have a deep understanding of the commercial dynamics and legislative direction,” said Janice Hogan, Practice Group Leader – Global Regulatory & IP. “Senator Sinema’s extensive experience in AI, technology, digital assets, private equity, and cryptocurrency positions her to be a key advocate for clients in the fintech space, and an important contributor to the firm’s broader initiatives around digital transformation, energy evolution, and geopolitical risk.”

In 2021, Senator Sinema played an important role in negotiating and passing the $1.2 trillion Bipartisan Infrastructure Law, which authorized $1.2 trillion in federal funding for transportation and infrastructure improvements across the country. She also supported economic relief measures during the COVID-19 pandemic, including the American Rescue Plan, which provided financial assistance to individuals, businesses, and local governments.

Winkler, the Senator’s current chief of staff, brings strong advocacy skills, a deep understanding of legislative processes, and an exceptional ability to navigate complex policy landscapes. Winkler previously worked for the Senator in Congress as an advisor.

Senator Sinema earned a Masters of Social Work, Ph.D. in justice studies, J.D., and MBA from Arizona State University.
