Should you apply for the permit for permanent residence through the PNP and CEC or some other means? This debate has been going on for ages. However, a recent study has shown the immigrants a probable right answer to this question.
According to the study, gaining the permit of permanent residence through the Provincial Nominee Programs (PNP) and the Canadian Experience Class (CEC) helps the immigrants perform better in the labor market compared to the immigrants who have gotten their permanent residence permit through the Foreign Skilled Worker Program (FSWP) or the Quebec Skilled Worker Program (QSWP).
The legal advisors of the Immigration Law Office of Ronen Kurzfeld clarified that the study has been conducted by Statistics Canada in association with the Immigration, Refugees and Citizenship Canada (IRCC).
This study was published by Statistics Canada on August 18, along with another study that explored how much the Canadian work experience and pre-arranged employments can predict the labor market outcomes of the economic immigrants.
Why CEC and PNP Immigrants Fare Better In The Labor Market?
The probable answer to this question is that the immigrants coming to Canada through PNP and CEC have the experience of working as temporary foreign workers in Canada before becoming the permanent residents of the country.
More often than not, while working temporarily in Canada, the foreign workers tend to get better insights about what the Canadian Labor Market expects of them. Also, most temporary workers have completed their post-graduate degree from different Canadian universities and obtained Post Graduation Work Permit to work in the country.
That means they have already lived in Canada for several years before gaining the status of a permanent resident. These immigrants have had time to work on their language proficiency and improve it. They also gained the ability to demonstrate knowledge to the employers in the manner they want.

The study also elaborated that among all the selected immigrants through PNP programs, two-thirds were temporary foreign workers, while all of the CEC immigrants worked as temporary foreign workers. Compared to them, only a quarter of immigrants, who were selected through QSWP and FSWP, have worked as a temporary worker in Canada.
Importance of Canadian Experience
According to the lawyers of Immigration Law Office of Ronen Kurzfeld, the importance of the Canadian experience has been on the rise for the last few years. Studies conducted previously have also shown that the people who have this experience get integrated into the labor market of Canada quickly.
In fact, about 93 per cent of the PNP immigrants and 95 per cent of CEC immigrants fund employment within the first full year of becoming a permanent resident of the country. Compared to that, the percentage of FSWP immigrants how to achieve the same feat is slightly lower than 80 per cent.
As most of the PNP and CC immigrants have work experience before they applied for the permit of permanent residence, they enjoy better earnings compared to the FSWP immigrants. This disparity continues in the first few years after becoming the permanent residents of the country.
The study has found that compared to the FSWP immigrants, their CEC counterparts earn about 56 per cent more in the first full year after gaining the permit for permanent residence. By the fifth year, the CEC immigrants are still earning about 30 per cent more than their FSWP counterparts.
The PNP immigrants, on the other hand, earn significantly lower than their FSWP counterparts by the fifth year after immigration. However, in the first year, the PNP immigrants enjoy better earnings than FSWP immigrants.
Labor Market Outcomes of Pre-arranged Jobs Vs. Canadian Experience
The second study that had been published at the same time found that compared to the pre-arranged jobs, immigrants who have the Canadian experience can better predict the labor market outcomes.
In fact, these immigrants fare about 8 per cent better than the ones who do not have the Canadian work experience. However, the immigrants with pre-arranged jobs earn 16 per cent more than those who do not have that within the first two years of becoming a permanent resident.
According to the lawyers of Immigration Law Office of Ronen Kurzfeld, this explains why the applicants with the pre-arranged job offer are given between 50 to 200 additional Comprehensive Ranking System points depending on the seniority of the position.
Also, the immigrants who were earning big even before becoming a permanent resident earned more than double to those who do not have any Canadian work experience.
All in all, the study indicates that pre-arrange work employment as well as the Canadian work experience are important factors of labor market outcomes.
